Subsequently, he worked for Congressman Jim McDermott handling issues such as foreign affairs, international development, and transportation. One of the major projects he worked on was finding joint solutions to manage traffic congestion in downtown Seattle. During this process he grappled with the complexities of seeking consensus and aligning program priorities across different layers of government.
In 1991, Rod was hired by the late U.S. Congressman Robert Matsui, who represented Sacramento. In this position, he enjoyed forming coalitions and developing legislative strategy to fund public transit, flood protection, hospitals, and develop the reuse of former military bases. He took two years off to pursue graduate studies at Harvard University, John F. Kennedy School of Government. His masters program provided further education and training on policy analysis, leadership, and community building. After his graduate education, he was rehired by Congressman Matsui and was ultimately assigned to work on the Ways and Means Committee.
Practical Business Experience
Rod has had practical business experience that has provided him with strong management skills that he applies to every issue he approaches. He moved to the San Francisco Bay Area with the goal of returning to economic development, particularly in the area of public-private partnerships. He first worked for Parnassus Investments,a socially responsible mutual fund company doing equity research and financial model building. At SRI Consulting and A.T. Kearney, he spent seven years assisting high tech clients to develop competitive strategies and business cases for launching new business or improve operational efficiency.
